Since it is a portable model, you would need to fill water inside manually. However it does have capability of draining the water with drain pump where you connect the connection and can empty in a sink or toilet.

Are you able to use a pedicure spa liner and sill use the jet? Like is the jet magnetic? The foot soak I use stains pink really badly.

Not this one since it it is not magnetic, you can not use liners for this one.

Yes you need to fill it with water. This device does not warm up the water, and you need to put hot water in it.
